“One Belt and One Road” to be assisted by Satellite-based application

On April 8, 2015, China Aerospace Science and Technology Corporation (CASC) and China Railway Signal & Communication Co., Ltd. (CRSC) signed strategic cooperation agreement in Beijing, with the aim to implement the strategic deployment of the national information security construction, strengthen the R&D and manufacturing of independently controllable products, guarantee the operation safety and reliability of major projects (such as high-speed railways) and jointly explore overseas markets. By signing the agreement, the two Parties have officially established a long-term strategic partnership in an all-around manner.

Leaders participating the signing ceremony included: Lei Fanpei, Chairman of the Board of CASC; Yuan Jie, Vice President of CASC; Zhang Jianheng, Vice President of CASC; Zhou Zhiliang, General Manager of China Railway Signal & Communication Corporation and President of CRSC; Li Yanqing, Secretary of the Party Committee of China Railway Signal & Communication Corporation and Vice President of CRSC; Yi Gang, Deputy Manager of China Railway Signal & Communication Corporation and Vice President of CRSC, and Huang Weizhong, Vice President of CRSC.

Witnessed by Lei Fanpei, Zhou Zhiliang and other leaders, Zhang Jianheng and Yi Gang signed the strategic cooperation agreement on behalf of each Party. The content of the agreement includes: the two Parties determine to carry out wide and in-depth cooperation in areas such as satellite applications, electronic information products, control and reliability engineering, environment reliability technology and special equipment. Both Parties shall, for the sake of mutual benefits and win-win results, positively change thinking models, bravely innovate and develop cooperation models, establish a long-term cooperation mechanism at business level, coordinate and advance the implementation of cooperation projects regularly, and continuously seek new cooperation projects and push forward the deepening of cooperation.

Lei Fanpei pointed out in his speech that CASC and CRSC have advantages in different areas and thus are highly complementary to each. The two Parties have sound foundation, wide fields and broad prospects for cooperation. At present, CASC is speeding up the construction to make our country a space power, and great support from CRSC is in demand. Meanwhile, CRSC is a key enterprise participating the “One Belt and One Road” Project, and it is CASC’s obligation to provide assistance. The signing of this strategic cooperation agreement signals the deepening of cooperation between the two Parties. Mr. Lei is confident that the cooperation will yield substantial results and make significant contribution to the national economy.

Zhou Zhiliang said that the cooperation with CASC not only brought about technology progress. During the process, CRSC also got to understand the “Three Sprits” of aerospace. CASC is CRSC’s model in terms of quality and security management, and the spirits of aerospace industry are also precious for CRSC. CRSC is in need of CASC’s support in the construction of “One Belt and One Road” Project; In return, CRSC is also ready to make its own contribution to the development of CASC and China’s aerospace industry.

CRSC is a large enterprises directly under the central government. It has a full industrial chain of railway transportation control, including system integration, scientific design, equipment manufacturing, engineering installation and technology service. It is the designing unit of China’s railway communication signal system format and standard specification. With its markets covering different sectors such as railways, urban rail transit, express highways, urban informatization, airports, harbors and mine railway both at home and abroad, it is at the leading position in terms of industrial control and influence.
